Lucknow Police Tightens Tenant Verification Rules, Holds Landlords Accountable

Lucknow – The Lucknow Police has strengthened its ‘Operation Pehchaan’, placing greater responsibility on landlords to verify tenants. Under the updated rules, landlords may face legal action if tenants involved in criminal activities are found residing in their properties without proper verification.

Authorities say the move comes amid a surge of migrants moving into the city for business, education, private jobs, and government services. Some offenders have reportedly exploited this influx, renting homes using false identities.

To ensure compliance, tenant registration is now mandatory via the police website or the UPCOP mobile app, to be completed before move-in or within 30 days of a tenant’s arrival. The police will conduct physical verification checks, and landlords must maintain copies of key documents, including the tenant’s photograph, Aadhaar card, mobile number, and permanent address.

Rules for foreign nationals are stricter, requiring landlords to submit Form C to local authorities and notify the police immediately upon occupancy.

The police have also established a tiered review system to monitor compliance:

  • ACPs will review tenant registration weekly,

  • ADCPs will audit fortnightly, and

  • DCPs will conduct monthly evaluations.

The initiative aims to prevent misuse of rental properties by individuals with criminal intent while ensuring landlords remain accountable for proper tenant verification.
